Dear GRC, Legislative Task Force Members, and Board of Directors,

I'm pleased to share the good news that the House of Representatives has 
passed H.R. 3043, the bill making appropriations for the Departments of 
Labor, Health and Human Services, and Education, and related agencies 
for the fiscal year ending September 30, 2008, and for other purposes.  
The bill includes language making the NIH public access policy 
mandatory.  We will forward the approved language and final budget 
numbers for NIH funding, next week. The next order of business is for 
the Senate to take up the bill; we anticipate that happening later this
